The most effective way I have found of downloading videos from Twitter, is by using the Internet Download manager.

Once installed, it will show a download icon any time you play any video on Twitter.
For videos specifically hosted on Twitter, there are online tools you can use to paste the url of the video and the video will be downloaded to your computer.
